RESTORE UKRAINE'S NUCLEAR STATUS TO RESIST THE KREMLIN'S TERROR
On September 30, 2016 the Russian president Vladimir Putin issued a decree by which he officially suspended the agreement with the US on the disposal of surplus weapons plutonium (To be more precise in wording - "plutonium declared as plutonium which is not necessary for defense purposes"). The agreement between the RF and the US, signed in August 2000, does not had an epochal significance in endless history of "nuclear disarmament." It was about utilization of only 34 tons of nuclear explosive material by both sides. In addition, the agreement implementation had always been postponing, so it had to be started in 2018.
However, the Kremlin's refusal to comply with the terms of this symbolic and insignificant agreement has a implied sense. The Kremlin head stated in introduction of the decree that the RF needs the "excess" plutonium "due to the need for urgent measures to ensure the Russian Federation security." In other words Putin has openly declared that Moscow is going to increase its military nuclear capacity. And, obviously, it will not be limited to 34 tons of weapons plutonium. In fact this statement marks an end of the era of "nuclear disarmament," the beginning of which was declared by Gorbachev and Reagan in 1985-86 during the summits in Geneva and Reykjavik, after that the bilateral treaty on the elimination of intermediate and shorter-range missiles was signed (in 1987).
Obviously, the "nuclear disarmament" was a rather relative concept. There is a number of countries, non member of the world's "nuclear club" (India, Pakistan, Israel and the North Korea) have developed their own nuclear capability available or create it from scratch. But the world leaders' general rethorics remains invariable - the use of nuclear weapons should never become a reality.
In the terms of today, the recent statement of Vladimir Putin may mark the beginning of a new nuclear arms race. It is clear that Moscow should not count on leading positions in this area because of long crisis in Russian economics and science. But the threat for the world consists in other - in fact, Putin's statement is nothing else but an open blackmail the international community. In this his behavior is quite close to that have been demonstrating for years by the North Korean leaders from Kim dynasty. And certainly this blackmail is directed, first of all, against Ukraine and whole East European region. What Ukraine must undertake in this situation is, first of all, to begin the formation of a powerful system of missile defence. And, which is most important, now it is time to revive Ukrainian armed nuclear capability - start a military uranium enrichment and production of sophisticated and high-precision nuclear weapon delivery systems. Time has proven the Budapest memorandum effectiveness since it has caused in significant damage to the national security and territorial integrity of Ukraine. Now it is time to overcome its catastrophic consequences.
